Dear Hon’ble Speakers of various States, Distinguished Members of West Bengal Vidhan Sabha, Delegates, Ladies and Gentlemen!
It gives me immense pleasure to address this Orientation Programme on ‘Parliamentary Practice and Procedure’ for the newly elected Members of the Eighteenth Legislative Assembly of West Bengal.

This gathering is far more than a formal event—it is a celebration of our vibrant parliamentary democracy and a reaffirmation of our shared commitment to constitutional values. Such orientation programmes provide an invaluable opportunity to deepen our understanding of legislative procedures, democratic governance and the vital role that elected representatives play in shaping the future of our nation.
I extend my heartfelt appreciation to all the delegates for their enthusiastic participation and thoughtful deliberations during this session. My sincere gratitude also goes to the Hon’ble Speaker of the Lok Sabha, Shri Om Birla Ji, whose visionary leadership and firm commitment have made this important initiative possible. His efforts to strengthen parliamentary institutions and promote dialogue among legislatures deserve our highest appreciation.
Dear Members,
The vision of an inclusive Viksit Bharat, as envisioned by Hon’ble Prime Minister Shri Narendra Modi Ji, calls for the collective dedication of every public representative. As legislators, you are entrusted with the sacred responsibility of translating this vision into meaningful action that reaches every citizen.
The four pillars of Viksit Bharat—Youth, Poor, Women and Farmers—must remain at the heart of our policymaking and governance. Parliamentary democracy is not confined to enacting laws; it is equally about ensuring accountability, transparency, inclusiveness and responsive governance. True progress is measured by our ability to deliver justice, opportunity and development to the last person standing in the queue.
As I conclude, I urge all the Members to devote your time, energy and wisdom to empowering the underprivileged and fulfill their aspirations. Your conduct inside and outside the House should inspire public confidence and strengthen democratic institutions. Let us work with dedication, integrity and a spirit of cooperation to build a prosperous, equitable and compassionate West Bengal.
