    . I am pleased to welcome you all to the release of the Annual Report 2024–25 of the Haryana Right to Service Commission. I extend my compliments to the Commission, the State Government and all officers associated with this effort for their continued commitment towards strengthening public service delivery.

    . Our Prime Minister Shri Narendra Modi Ji has consistently emphasised that governance must move beyond mere process to actual outcomes, noting that passing a file cannot be seen as completion of work unless the grievance reaches its logical conclusion.

    He has also underscored that grievance redressal is a core pillar of democracy, where every citizen must receive a timely and meaningful response and where technology and good governance together become powerful instruments of public service.
    This approach places outcomes at the centre of administration and finds clear reflection in institutional frameworks such as the Haryana Right to Service Act and is closely aligned with the vision of Hon’ble Prime Minister.
    . When I met Shri T C Gupta Ji, the Chief Commissioner for the first time, he briefed me on the Haryana Right to Service Act, its implementation and the Auto Appeal System. At the outset, I was struck by the fact that such a structured and self-triggering mechanism was already operational in the State. It reflects a shift towards a system where outcomes are clearly defined and consistently enforced.
    As we all know, effective governance is anchored in transparency, accountability and time-bound delivery. The Haryana Right to Service framework brings these principles together in a well-defined manner. By prescribing timelines, fixing responsibility at each level and ensuring automatic escalation in cases of delay, it converts service delivery into a predictable and rights-based process.
    Haryana has developed a strong and responsive system which is increasingly being recognised as a model for other states to emulate. The use of technology, particularly through the Auto Appeal System, has strengthened administrative oversight while ensuring that service delivery is both consistent and measurable.
    . I come from the State of West Bengal where not only a similar Act namely West Bengal Right to Public Services Act has been on statute book since 2013 but there is also a full-fledged Commission in place like Haryana.
    It may be noted that there are only 7 States/UTs whereby a Commission has been constituted. West Bengal is one of them but unfortunately practically no work has been done by the Commission and neither the citizens nor the State Government employees are aware of the provisions of this Act or the existence of the Commission. In this background, the work done by the Haryana Right to Service Commission is exemplary.

    At the same time, it must be recognised that strengthening service delivery is a continuous process. All departments that address day-to-day grievances of citizens, deliver essential services or administer benefits under government schemes should progressively bring such services within the ambit of the Haryana Right to Service Act. This would enable better monitoring and facilitate a more streamlined, technology-backed system of delivery.
    . I would like to place on record my appreciation for the collective efforts of all departments, the people-centric approach of the Hon’ble Chief Minister and the sustained work of the Haryana Right to Service Commission in advancing this important objective. I also extend my good wishes to all officers who are being recognised today for their contributions.
