Senior functionaries of Haryana State Bharat Scouts and Guides, Ladies and Gentlemen!
I extend a warm welcome to all of you to Haryana Lok Bhavan on the occasion of the 44th Annual General Meeting of The Haryana State Bharat Scouts and Guides. As the President of this esteemed organization, I convey my sincere greetings and best wishes to all Office Bearers, Cubs, Bulbuls, Scouts, Guides, Rovers, Rangers, Unit Leaders and volunteers gathered here today.
The Bharat Scouts and Guides Movement is much more than an organization; it is a movement that nurtures character, discipline, leadership and a spirit of selfless service.
I have been informed that the Bharat Scouts and Guides movement has more than seven million members across India. It is heartening to note that while Haryana constitutes only about two per cent of India’s population, it contributes nearly 17 per cent of the country’s Scouts and Guides membership. It is indeed, a remarkable achievement.
I am also happy to share that our representatives participated with distinction in the 43rd World Scout Conference, held in Cairo, Egypt; 15th Asia-Pacific Regional Workshop; 28th Asia-Pacific Regional Scout Conference held in Taiwan, and 33rd Asia-Pacific Regional Scout Jamboree held in the Philippines, thereby enhancing the prestige of both Haryana and India.
Equally commendable is the historic achievement of winning the Chief Commissioner’s Shield and Flag for the first time at the First National Rover-Ranger Jamboree at Chhattisgarh. The numerous awards secured at National Jamborees and the growing number of Rajya Puraskar, Golden Arrow and other award recipients testify to the excellence of the Association.
It is a matter of immense pride that Dr. K.K. Khandelwal, State Chief Commissioner, has been appointed Chairman of the APR Strategic Transformation Committee. This prestigious honour reflects the growing international recognition of Haryana’s contribution to the World Scouting and Guiding Movement.
The participation of one thousand one hundred and eighty six Scouts, Guides and Unit Leaders in the National Jamboree at Lucknow, where they won 20 awards and the participation of 435 Rovers and Rangers in the First National Rover-Ranger Jamboree at Chhattisgarh, where they secured 15 awards, are truly commendable feats that have brought immense pride to the State.

It has also been brought to my notice that, under the initiative of the Women and Child Development Department, Haryana, led by the State Commissioner (Bulbuls), Bharat Scouts and Guides activities have been introduced at Bal Bhawans across Haryana for the holistic development of underprivileged children. This commendable initiative will help nurture discipline, confidence, leadership and life skills among these children.
It has further been brought to my notice that the State Association has taken the innovative initiative to sign MoUs with various colleges and universities across Haryana to introduce Bharat Scouts and Guides activities by establishing Rovers and Rangers Units.
Dear friends, the future of any nation depends upon the character of its young citizens. The values of honesty, compassion, courage, respect for nature and service before self, which Scouting and Guiding instil, are the very qualities needed to build a strong, progressive and inclusive India.
Before conclude, I congratulate every Scout, Guide, Rover, Ranger, Unit Leader and volunteer for their outstanding contribution. While you have every reason to take pride in your achievements, let them inspire you to aim even higher, serve society with greater dedication and become ambassadors of peace, unity and nation-building.
